Have you tried looking inside the 3 1/2 drive for a DIP switch or similar?
The beeb may be aware that it is drive 1, but when the drive may be under
the impression that it is drive 0, and then not responding to signals
passed on by the _real_ drive 0. Try connecting the 3 1/2in on its own,
and see if it works. If so, you may just have to change a switcher like
this:

/\/\ |   | /\/\
 | | |   | | |
 -----   -----
=drive0  =drive1

(being careful not to even touch the drive heads!)
