IIRC the one to the left of the CPU (by the FDC or FDC socket) is the 
system one, the one below the 6502 is the user one. The machine will work
without the user one, but needs the system the system VIA, so you can try 
swapping the two 6522s over.

the sound chip before its gets initialised, I think the "beep" is when the OS
initialises the sound system, and does a VDU7.
