You would make a .inf file for the program. This would be basically a text
file name_of_file.inf containing $.CRASH FF8023
Use BBC explorer to add this to a disc image and load into pcBBC

or

There is a program on the BBC lives web site that you can use to convert a
tokenised basic file into ASCII. You can then create a .inf file for the
ASCII file, use BBC explorer to add it to a disc image, load the disc image
into pcBBC and *EXEC the ASCII file. Then save it back as a BASIC file.
