Yes, this existed.  It was from this emulation that the designers worked
out that the ARM architecture design would run so fast and efficiently
that persuaded higher-ups in Acorn to give them to go-ahead to fabricate
some real silicon.
 
I haven't got a copy of the original, but it shouldn't be hard to write
one.  The ARM's instruction set is so wonderfully orthogonal, it can even
be done in Basic.
