The line seems to be that they aren't freeware since Pace don't have any
single person who can make that decision or feel like wasting the time
creating such a person, but due to similar reasons no-one is going to pursue
any legal action as long as the copyright is acknowledged. But I should say
- even that is an unofficial statement.

This I discovered while trying to determine the related factors to including
the ROMs with my Electron emulator . . .
