First of all, please don't call BBC games "roms" - they are not. ROMs are
software that would sit on a chip inside the computer, what you refer to are
disk or tape images. Secondly, Thomas Harte's site at
http://electrem.emuunlim.com/ contains ease to use (yet still command line,
but for windows/*nix) programs to convert uef files to wav, and even output
the sound while converting.

cygwin is a library for windows that allows windows programs to use some
*nix functions. Not particularly useful here, unless you have a program that
needs it.
