Certain DFSes used to run with PAGE at &E00, tho you may of needed to
load them into Sideways RAM (did they use the SW RAM as the workspace
they usually put in &E00 - &1900?)

I think the one I have an image of is Solidisk, tho there may be others.

and ADFS used to grab even more memory ;/
