There is, it's by Beebug.

It has a support ROM that contains the C Library, but it will generate
code that will run without the support ROM (you need the ROM to use the
compiler). The compiler itself is loaded and run from disc.

No doubt someone will correct me if I'm wrong, this is all from memory :)

If you can't find it, I can upload the disc images somewhere.
