Yes. The Small-C compiler, available in various places and on my website
at http://www.mdfs.net/System/C/6502
Version 0.71 is a bugfixed version of 0.70 that had a faulty return
address that caused problems when execution ended.  The compiler tools are
disk-based, but once the code is compiled, you just need the C-Library in
ROM.  I'm currently working on an update, which will include putting most
of the compiler tools into ROM.
 
There's also Mijas C, Beebug C and Master C that I know of. I'm collating
them and will be uploading them when I get around to it.
