It's referred to as a "Sideways ROM expansion board".  There were
several designs produced by different companies.  The creme de la creme
of  SWR boards is the ATPL Sidewise.

The wire to S21 is to pick up the ROM select signals.

ROM for the AMX mouse.  You need the additional software on disc.
