Maybe the cartridge is assembled incorrectly? If the PCB is not in the 
case then there is the possibility it can be plugged in either way!

Just looking at mine that takes 4 EPROMS, fitted with two slide switches 
on top. When inserted in MAster the ICS face away from the keyboard and 
the pips on the (2764 or 27128) EPROMS should be facing downwards.

If the EPROMS were seen to be glowing then there is a good chance they 
have been fried. If the glass window is not covered then they will erase 
themselves over time as they are sensitive to UV.
