How large is the EPROM you want to burn the image to? You need to load the ROM 
file into some type of hex editor and then add data to front of the file until 
it's the same size as the EPROM. Don't forget to save it edited file as 
something different from the original.
Is your ROM file really 32K in length? This won't work in a standard ROM 
socket anyway unless they have be rewired to accept 32K ROM images.
