Yes do that; I had problems with ATPL boards deforming the sockets
they plugged into, causing all sorts of issues!  Yours certainly sound
like it's having problems reading the ROMs, and if the ROM and ATPL
board are known good, then it's got to be the connections!

i think the pins on an atpl board are quite thick - thicker than the
legs of a ROM chip, which is all the sockets were designed for.
replace them with new, turned pin, sockets, and you should be fine.
