I would prefer to replace the capacitor or at least clip it out until a
replacement can be obtained. While its unlikely that there will be any
problem, a lot of work goes into designing these things to fail safe but
not as much thought goes into seeing what happens to them if they
continue to be used after they have failed.

However, if you want to tackle it yourself and are not familiar with
switching power supplies, be aware that there is the possibility of
high voltages remaining within the power supply for some time after
unplugging from the mains.

A television repair shop or similar outfit should be able to perform
the repair if you explain the circumstances.
