How else would they have developed the VIDC VDU drivers without
having a board with VIDC video hardware on it?
 
Back in the '80s I sketched together a design for an external
video board for the Beeb with 128K of memory that could go up to
80 columns, 16 colours. You effectively talked to it as though it
was a host processor, and the Beeb itself was a CoPro.
