Have you tried PCB-Pool, Rush PCB or Olimex?  Or look at the CadSoft
pages; there are lots of companies who are fairly cheap if you send
Eagle CAD files, and the free version of Eagle is good for most small
projects.

Or PCB-train is quite cost effective for small quantities.
