Who says it is a requirement? It kinda makes sense in an odd way that if 
the application has a ROM header, it will be "seen" ("scanned", 
whatever) after a Break and thus can be re-entered... sort of like EPROM 
code loaded into extension RAM.

Can anybody point to code that would provide a definitive answer?
