I feel your pain.

I don't think there's anything I can do to help directly but you might
want to check out this ISP:

They claim to have good communication with the various BT depts. and
specialise in taking on people who have experienced problems with
other ISPs.  They have a money-back guarantee on sorting out such
problems within a month, if they can be fixed.  Given your experience
that all was fine before 2009, I would think that counts.

your experiences with them.
