Either, or one following another? If the latter, esp. cold followed by 
hot, it could be condensation. Is your line completely underground or 
telegraph poles? Those distribution boxes used in many poles are "crap 
and leaky" (quote (from memory) from an actual BT engineer <g>).

I'm not sure moving ISPs will help. It's like do you pay EDF or Scottish 
Widows [*] for your electricity? Doesn't matter, it's the same two wires 
into the same meter...


* - I know SW doesn't do electricity (yet?), but given some of the odd
     companies offering...
