If they'd failed an electrical safety test then this would probably have 
been done before scrapping them deliberatly to make it hard to plug them 
in, because they where deemed unsafe.

Besides it's prolly easy enough to wire up a new cable.....or even 
attach a plug to what's left of the existing one.
