Yes, but with the exception hair bleaching products may contain additives 
that will 1) enhance the process and 2) prevent you from making explosives 
out of it. When it comes to Retr0brite, one ideally wants as pure hydrogen 
peroxide as possible. If nothing else so for the reason one wants the 
chemical reaction to be well known without any elements of surprise from 
what might be added to the hair bleaching product but not mentioned on the 
bottle.

Personally, I'm most concerned for any long-term effects from Retr0brite. 
While it probably is safe, we'll see in 5-10 years time if the treated 
plastic cases e.g. are more brittle than the old, yellowed ones. None of my 
vintage computers is so badly yellowed that I can't stand it without going 
through a de-yellowing process.
