Doing more digging, DOS BBC BASIC implements:

   0  black             16  black
   1  red               17  flashing red
   2  green             18  flashing green
   3  yellow            19  flashing yellow
   4  blue              20  flashing blue
   5  magenta           21  flashing magenta
   6  cyan              22  flashing cyan
   7  white             23  flashing white
   8  bright black      24  flashing bright black
   9  bright red        25  flashing bright red
  10  bright green      26  flashing bright green
  11  bright yellow     27  flashing bright yellow
  12  bright blue       28  flashing bright blue
  13  bright magenta    29  flashing bright magenta
  14  bright cyan       30  flashing bright cyan
  15  bright white      31  flashing bright white

Which happens to be exactly what the current Spectrum implementation
does (mdfs.net/bbcbasic/Spectrum)
