NOTICE OF MOTION GIVEN BY CLLR JONATHAN HARSTON

That this council
(a) welcomes:
- (i) the commitment to reach a recycling level of 45% by 2015/16 as
forced through Council by the current opposition group in the teeth of
opposition by the current administration and the view of the Council
Leader that it was "potty";
- (ii) the roll out of the blue bins to many areas of the North of
Sheffield, part of the Council's deal with Onyx that the present
administration did their best to scupper;
- (iii) the £100,000 community recycling fund included in the
opposition Group's budget for 2003/4 and regrets that the other groups on
the Council failed to support thie initiative; and
- (iv) the EnviroBank project being piloted in Kingstone-upon-Hull and
directs the Executive Director Development, Environment and Leisure to
investigate the institution of a similar pilot in Sheffield;
(b) condemns the current administration for their support for the
double-size new incinerator that will turn Sheffield into the 'dump and
burn' centre for the region;
(c) welcomes the introduction to Parliament of the Municipal Waste
Recycling Bill, notes that it has cross-party support, and would require a
50% recycling level by 2010 and resolves to write to the City's Members of
Parliament urging them to support the measure; and
(d) directs that copies of this resolution be sent to the Sheffield
Members of Parliament, the Secretary of State for the Environment, and her
opposite numbers in the two main Parliamentary Opposition Parties,
Sheffield First for Environment and the Council's own officers, to remind
them of the Council's policies on this matter.
