I don't think it's got anything to do with the value of the ROMs.  What's
more likely to be the issue is the potential lost revenue if it's possible
for someone to continue using Beeb software on many different platforms
for nothing rather than upgrading to Acorn's latest hardware, especially
since they've put a fair bit of effort into supporting the older
architectures (so I'm told).
