One thing I forgot.  I agree with Steve's suggestion, so I did not
crosspost to news.announce.newgroups yet.  The document
"How to Create a New Usenet Newsgroup" suggests that the "official"
discussion should not last more than 31 days, and I expect a more
volumous and enthusiastic discussion once the universities open.

Also know that I have little experience with the creation process (I've
only been an observer), so if I make any big blunders, let me know.
