I used to have similar problems, which always turned out to be caused by
the ribbon cable connecting the keyboard to the motherboard (it seemed
to get a bit brittle in its old age). Continuity testing between the
corresponding tracks on the keyboard and motherboard usually narrowed it
down to a single strand within the cable which I could patch up with the
aid of a soldering iron (being too skinflint to go out and buy a new
ribbon cable).
