This never happened, but was rumoured to be designed by Acron - the mythical
Plus 2. &FC28-&FC2F was reserved for ECONET.

The AUG is incomplete, The Econet System User Guide and RISC OS 3 section
2-693 have much more complete descriptions.

MOS+ supports relocation for "uploaded" languages - could be something to do
with that.
