Can these be used as a normal BBC, and connected to a disc drive and RGB
monitor? If so, I might just have to purchase one. 

Any PSTN equipment will be electrically compatible with the current
telephone system, so it'll only be a case of chopping off the plug and
wiring it into a modern one to use  the modem.
