Yes it is possible.  The trick is to use the ROM file system - once you
have a file in the ROM filesystem and a !Boot in there you can (presuming
you DONT have a floppy interface) set the keyboard link to boot without
shift held down.

Without the disc interface it will boot from the ROMFS.  To be able to
do this you need a ROMFS ROM image builder, Acorn User published one many,
many moons ago - I haven't got a clue as to the issue number.
