If you happen to have access to a Mac, GraphicConverter (very popular
shareware graphics editor) can load a limited subset of RISC OS sprite
types (though it gets the palette totally wrong in many cases). I
don't know of any PC utility that can handle RISC OS sprites, though
that's not to say that one doesn't exist.
