Sounds like one of the few double denisty DFS formats that where floating
around.  (Ordinary DFS uses 10 sectors per track) Watford sold a kit which
enanled B owners to unplug their old Intel 8271? FDC and plug in a 1770
board.  It also came with an enhanced DFS that would enable you to take
advantage of the 1770's double density capabilities.

There was another more popular kit floating around as well, but the name
escapes me.

Finally it could be a disc protection method, but if the whole disc is
like this, I dont think this is likely.
