Chris, I can assure you this is not a standard UK Issue 1 BBC.  They
used the same PCB layout as subsequent issues.  Do you have this machine
at home?  What does it give to a *FX0?

This looks more like a US model (your photo of the back label appears to
show an FCC ID) or prototype 'industrial environment' BBC, particularly
with the amount of shielding it has.

In addition, the PSU looks like the later standard switched-mode Astec
unit.  Early BBCs used a black metal-cased linear-regulated PSU which
ran VERY hot.

Also interesting to note that it has the speech upgrade present.

Finally, Issue 1 was introduced in 1981 and this board is dated 1983.

I seem to remember a few years ago one of the electronics clearance
houses was selling off stocks of 'industrialized' BBCs.  Perhaps this is
one of those?
