If I understand your question correctly, yes, my BBC B had a Norwegian ROM.
Oddly, Knight Lore and Alien 8 failed to run until I purchased and used the
original ROM.  Everything else worked fine, as far as I can remember, and I
got the special Norwegian characters æøåÆØÅ instead of {|}[\].

Then again, I seem to remember this was the OS ROM I replaced - am I
confused, or are we talking about different things, or both?
