IEXPLORE is "Internet Explorer".

You *should* see Internet Explorer running on the taskbar when you have
IEXPLORE in the task manager/task list.  If not, I'd strongly suggest you
check your machine for spyware which could be running on your machine.
There is no need for IEXPLORE to be running.

Note this is different from EXPLORER.EXE which IS needed (being the desktop
and everything).
