This most likely comes down to two things:
1) The ROM controller for 1770 board is somehow
damaged.
2) Maybe the 1770 DFS chip is damaged and/or not
inserted correctly?

When you start it up (on my M128) you get:
Acorn MOS
1770 DFS
BASIC

If you could somehow send a picture of the board
you're inserting, I might be able to have a look at it
to see if there are any obvious flaws???
Hmmm, this sort of problem is difficult to diagnose
without seeing your Beeb.
