I can't help here sorry, but I have come across a similar situation. I have a 
Model B motherboard that will not fully boot past the DFS 1.20 initialisation. 
I've had a quick look and found that it will boot (without DFS) if I remove 
either the 8271, DFS120 ROM or the left most rear DFS upgrade IC. I don't have 
a BBC in front of me to tell you which IC number. It will also boot (without 
DFS being initialised) if I turn VR1 (left most near -5V) completely low which 
is weird because I always thought VR1 was to do with the sound volume.

All the ICs and ROM are good.
