Defenitely wrong here. It /was/ recognised in a BBC-B:

If you like you can download a picture from my web site to see the ROM in a
Beeb and link S33 set for it:

Note that link S33 is set to position EAST, instead of WEST as can be seen
at
link S32, which is the normal position.

And at last I Managed to get the ROM image on an ARM machine.

The size was recognised as 8K, but half the image, the header is
repeated, so it is a 4K ROM.
