Don't worry about the copyright issue, this is a very small market. 
There are of course already sites with tons of free BBC warez like TBL
etc.  Just simply download the disk image, use BeebEm and your away!! 
If they want an XP machine running behind the scenes, you probably
don't need to buy the media... BeebEm should run OK on XP.
