I've got several that I use in different circumstances. Off the
top of my head:

EcoMenu - Econet Menu, http://mdfs.net/Apps/Networking/NetMenus
Uses a !DirInfo text file in each directory with a list of
entries. If !DirInfo is absent, generates a list from the
directory entries.

8BSMenu - Chris Richardson's 8-Bit Software Menu
Menu structure written into the program. Used on the 8-Bit
Software disks, and on my HADFS System Disk.

TFiler - Textual Filer, mdfs.net//Software/CommandSrc/FileUtils
Give a textual equivalent of the RISC OS filer in "small info"
display mode.

QFiler - Quick Filer
Just does *CAT on the current directory, and lets you select items
to manipulate or load/run/*DIR into.

MenuSys - Menu System
Uses a data file in the root of a disk describing the menu
structure for that disk.

One of my JGH-PD disks has a collection of menu systems on it. I
need to tidy it up and link it on the website.
