 Yep, that means you hadn't filled the bucket up with water. You must be
holding the bucket, go down into the water on the ladder and quickly back up
before you drown. This fills the bucket. Now using the arrow you can throw
the water. Try it (and don't forget to refill the bucket after). Now you go
and throw the water at the witch ala Wizard of Oz style.
