No, there's nothing in that list that will format a disk.  I'm pretty
sure disk stuff is available on the net but then you have something of
a chicken and egg problem getting it onto a disk.  There exists PC
software to read/write BBC disks but not many PCs have a controller
that can handle single density.  An alternative would be to find a ROM
image for Disc Doctor (or any other utility that includes a formatter)
and blow that into an EPROM, if you have (access to) an EPROM
programmer.
