The UEF format has always been convertible back to audio.  For Windows,
DOS and Unix there's FreeUEF:

If you're familiar with jlGUI (a Winamp look-alike for the Java
platform) there's a UEF extension:

(There's also my UEFwalk/Kleen, for people who love long command
lines.)

As to file size, re-synthesised WAV files can be zipped to 6-12 times
the size of the UEF source, depending on the programs used.  Variable
bitrate MP3s, though ending up much larger, will automatically use the
smallest frames for inter-block gaps.
