*HELP gives each ROM the opportunity to print a message. If a ROM
does not print anything, you won't see anything. BASIC does not
respond to *HELP, so you never see BASIC listed by *HELP.
 
*ROMS lists the ROM names without asking the ROMs themselves to do
anything. Consequently, it lists *everything*, regardless of what
the code within the ROM may choose to do.
