I personally use a Willem Eprom programmer on the PC.  It only cost £20 
brand new from Ebay and can burn and verify a 32k EPROM in about six 
seconds.

Other benefits are that the ROM images are already in a suitable format 
on the PC, and it's very easy to 'double-up' a 16K ROM for a 32K chip by 
simply typing in DOS:

COPY /B romimage.ROM+romimage.ROM combined.ROM

or just loading up the 16k image and setting the offset to 16k first (so 
it ignores the first 0-16k, leaves it blank, and programs the 16k-32k 
portion of the chip with your image file).
