I may have missed this (and my apologies if I have) but ... why are you even
using the RF output? Any television that's less than 100 years old should
have a composite-video in - or may even accept the RGB signals via SCART.
John K described a simple S-Video connection some weeks ago that should be in
the archives. Any of those should give you better quality than using RF,
whether the modulator is working or not, surely?

If your TV only accepts RF, you might want to consider getting rid of it now,
before the waste-directives come in to force and you get charged to dispose
of it (assuming you're in Europe).
