Does this happen in modes other than 7 ?

Do you have a wide screen TV that is trying (unsuccessfully) to resample the
Beebs image to fit ?

Try another TV / borrow another cable ?

Make sure your SYNC resistors are the value you expect (e.g. multimeter)

Check for crosstalk between RGB wires by making a simple test card program.
