No.
 
It's only possible to split DFS from DNFS, not split NFS from
DNFS. NFS is in the bottom half of the ROM from &8000 to &9FD0.
The half-ROM puts RTSs at the start of the DFS code at &9FD0 and
ends the ROM at &9FFF. You couldn't even fit the DFS into an 8K
ROM as the code is slightly longer than 8K - it runs from &9FD0 to
&BFFF. You would also lose the Tube support at &9321 to &9660.
 
I'll give you some 16K EPROMs for postage or, even better, some
DNFS 3.01 (DFS 1.21+NFS 3.60) EPROMs.
