I must admit that I had always thought "Program" referred to a computer 
program, while "programme" was a timetable of events for, e.g., a concert.

However, Chambers also agrees with your postulation:

but I do disagree with a few of their definitions. One example that springs to 
mind is "microphone". They say it's an "electromagnetic transducer", but not 
all types of microphone are electromagnetic.

So I don't know what to think, really.
