I get the full ">_" prompt with flashing underline.

Shift/Break gives "Searching not found" (i.e. when no extra ROMs or
68B45 chip fitted).

Checked and swapped keyboards/cables just in case

Wouldn't that just mean certain keys wouldn't work, rather than all of
them?

Unfortunately the VIAs are not socketed. I don't want to cut out and
replace them if I don't have to. Also I'm not sure which 6522 is the
System VIA on a B+

FWIW, Caps lock/Shift lock LEDs don't change as they should either.
