Agreed. If the wire link isn't present on the keyboard to reverse the
SHIFT-BREAK action, then this would suggest the software thinks shift is
jammed on.

However if the keyboard has been swapped for a known good one that would
point back at the motherboard or software on it. Perhaps a corrupt OS EPROM?
The B+ isn't a mask part is it?

A simple service ROM could be written which gets in before the startup
banner and allows you to test the keyboard by calling KEYV.
